C IMPLEMENTATION OF ARTICLE 70.8 AND 70.9
11. The representative of the United States recalled that, at the Council's meetings in November 1997 and February 1998, his delegation had supported a proposal made by the European Communities that the Council conduct a review of the implementation of Article 70.8 and 70.9 by Members obligated by those provisions. In light of the Chair's suggestion at the meeting in February 1998, that concerned Members give questions regarding implementation of these Articles directly to obligated Members, the United States had distributed such questions to several Members prior to the Council's meeting in May 1998. His delegation regretted that to date no responses had been received. In the light of this situation, his delegation proposed again that the Council consider the earlier proposal of the European Communities for a systematic review in order that information regarding the manner in which Members were implementing Article 70.8 and 70.9 could be developed and made known to all Members. Such a review could be conducted through the use of a checklist of questions, as in the review of national implementing legislation on enforcement and in the context of Article 24.2.
