The representative of Brazil, making preliminary comments on the EC proposal, referred to section V, "Legal Implications", and said that the nature of the proposed register needed to be clarified: was it a voluntary or information-type register, or a binding register? It would also be opportune to underscore the role of the national authorities within the proposed system.
