The representative of Morocco saw no problem with the proposed working procedure, but he believed that the text should reflect that a number of delegations had underscored that the review was not a review of the implementation of Article 27.3(b) but was a review of the provision itself. He did not wish to prejudge the outcome of the review but he did wonder what would be the legal status of Article 27.3(b) if there were no consensus during the review.
