The representative of Cuba considered the joint proposal from Japan and the United States to constitute a good basis, albeit preliminary, for negotiations, subject of course to the necessary changes to satisfy the goals of these negotiations. Her delegation considered that the earlier EC proposal also contained interesting elements and both the proposals would be analysed in her capital. Nevertheless, she felt that the exercise could cover not just wines and spirits but other product categories as well, in the light of an interpretation which could perfectly well be given of Article 24.2.
