The representative of Venezuela said that his delegation thought that the response of the United States to the questions put to it by Cuba on United States legislation, case law and jurisprudence was insufficient and wondered whether, in the review of legislation next year, a Member could respond to questions by simply sending in a copy of the relevant legislation. He believed that the obligations under the TRIPS Agreement went much further and that it was reasonable to expect a full explanation. This case would set an important precedent.
