The Chairperson said that the discussions on Article 71.1 and those on non-violation had demonstrated how important it was that Members submit proposals, because these allowed the Council to engage in substantive discussions. He therefore encouraged Members to table proposals not only on these two items but also on other items actively being discussed in the Council.
