54. Article 60 permits Members to exclude from the provisions for border enforcement small quantities of goods of a non commercial nature carried by passengers or sent in small consignments. Please describe what constitutes a de minimis import that is excluded from the border measures under the law of South Africa.

The South African courts do recognize the de minimis principle. The legislature has left it to the Courts to determine what constitutes a small quantity which is negligible.
