The Chairman said that, with regard to the organization of the meeting, he would offer the floor to any delegation which had anything new to say for the record, including on the key issues, notably those of legal effects and participation. However, he did not believe that it would be useful to have a full rehearsal of known positions on these matters at this stage, given the overall state of the discussions in the Round. Nonetheless, it was his sense that there might be scope for some fruitful further discussion on the issue of notifications during the meeting. While he knew that this question could not be fully dissociated from that of the legal effects or the consequences of a registration, he believed that it would be worth spending some time to see whether Members could identify areas of common ground more precisely, as well as areas where further discussion would be required. The Special Session should also discuss the report that he would make to the TNC.1
