C.ii The purpose of the notification and registration system
82. The representative of the European Communities said that wines and spirits benefited from protection under both Articles 22 and 23 and asked the delegation of Australia whether it was in agreement with that. He added that the EC's proposal fully respected the principle of territoriality raised by Australia. That was why the EC proposed a system of challenge and opposition that would allow WTO Members to take full account of their territorial specificities. He agreed with Australia that exceptions would continue to apply and could be exercised via the opposition procedure proposed in the EC's proposal. The proposal did not imply increasing the protection under Articles 22 and 23 of the TRIPS Agreement.
