145. The Chairperson said that, at the September meeting, Members could go into issues of mechanics as outlined in paragraph 8 of his note, including such matters as procedures for notification, opposition, registration and modification as well as issues of cost and the possible role of the Secretariat, having regard to the various proposals already made and new or modified proposals. The Special Session could also continue discussion of the four points already discussed, as well as having a first look at any new or modified proposals that might be tabled. At the November meeting, a further discussion of the issues taken up at the June and September meetings, as well as a detailed examination of the proposals, could be envisaged. As indicated in paragraphs 3 and 8 of his note, those suggestions were not intended to prevent any delegation from addressing any relevant matter at each meeting. 146. With respect to the submission of proposals, he reminded delegations that the suggested target date for submissions was the September meeting. He hoped that proposals could be made by that time in order to facilitate the discussions.
