The second point he wanted to make related to the latest exchange between the US and the EU delegations: it concerned a very substantive issue of policy, namely, that the countries co-sponsoring the proposal in document TN/IP/W/5 strongly believed that the purpose of this exercise was not to enhance protection, because there was no such mandate. On the other side, the EC, Hungary and others saw this as an exercise to create new rights and obligations, which was not acceptable to Australia.
