68. The representative of Uruguay said that her delegation agreed with the approach of reflecting and giving shape to the various options. However, it found that there was some imbalance between the options, in particular with regard to paragraphs 3 and 5. Because of some options reflected in the paper, it would not be possible for her delegation to consider the paper as a compromise text until a decision on the legal effect on non-participating Members had been taken.
