The representative of Colombia reiterated her country's position as reflected in the Joint Proposal: the system must be voluntary and not increase the existing obligations under the TRIPS Agreement. She expressed concerns about certain options contained in the Draft Text: the binding effect of registrations on non-participating Members; and the opposition or challenge procedure, which would create obligations and implications beyond the Doha mandate and would not be attractive for countries preferring a system facilitating protection and essentially informative.
